The USA plays an important role in Baden-Württemberg's international relations. The close relationships between Baden-Württemberg and the USA, particularly on economic and higher education issues, also extends to environmental policy and research. Regular exchanges of ideas and information at the specialist level are supported by political discussions and agreements.

Baden-Württemberg and California worked closely together to initiate the "Under 2 MOU" Climate Agreement, which was signed in Sacramento, California in May 2015 with 10 other founding members. The fundamental idea of the two initiators, Baden-Württemberg and California, is to recruit additional countries to the fight against climate change.

During his visit to Sacramento, Minister of the Environment Franz Untersteller exchanged ideas with his Catalonian counterpart Santi Vila on the cooperation activities included in the MOU pact which both had signed. They also discussed the Four Motors for Europe (Baden-Württemberg, Catalonia, Rhône-Alpes, Lombardy) the presidency of which is currently held by Catalonia.

At discussions in San Francisco, Minister Untersteller agreed with his Californian counterpart, Secretary Matt Rodriquez, to an intensive exchange of expertise and experience relating to the challenges associated with climate change.

Minister Franz Untersteller had already visited California in July 2014. As well as visiting the Intersolar international trade fair, at which companies from Baden-Württemberg were also exhibiting, he met Governor Brown, other members of the cabinet, environmental agencies and organisations and with German and US firms. During this trip Minister Untersteller and Governor Brown agreed on closer cooperation on climate changes policies. This subsequently led to the MOU.

Baden-Württemberg's Minister of the Environment travelled to Washington and Chicago in 2011. This journey focused on the themes of energy efficient buildings and the energy transition in Germany. The Minister attended the Alliance to Save Energy (ASE) Congress on "The Next Big Thing: How are Governments Investing in Energy Efficiency?" and presented the energy transition in Baden-Württemberg as well as the measures being taken to mitigate climate change.
